US pledges $133 million for South Sudan refugees, displaced

Deputy Secretary-General Eliasson said earlier in the day at a multilateral meeting on South Sudan that ongoing violence in the country is being fuelled by "the marginalisation of Riek Machar and his supporters, the sidelining of other opposition groups, both armed and unarmed, and the continued implementation of the 28-states order".

Deng Gai told the General Assembly that the government needed to "engage more with the United Nations on the details".

He added that his country isn't "a dumping place" for peacekeepers "who can't really help".

South Sudan has been consumed by conflict since December 2013, when President Kiir accused his former Vice President Riek Machar of plotting a coup. "External intervention often affects negatively internal reconciliation".

"I would like to also thank IGAD, AU Troika, UN EU and China for their tireless efforts in ensuring that there was an agreement reached to end the conflict and return South Sudan to a peaceful and stable path", he said.

His call for armed resistance adds to South Sudan's spiraling problems.

The Sudanese government has issued a decision banning foreign organizations from entering South Sudanese refugee camps in East Darfur, Blue Nile and West Kordofan States. Some 1.6 million are displaced within South Sudan and more than 900,000 people have fled to neighbouring countries. A peace deal signed in August 2015 has not stopped the fighting. "My country is peaceful, there is peace in South Sudan", Deng also declared, asking global donors to help it out with relief measures and nation-building initiatives.

We commend the neighboring countries that have provided asylum to the refugees-the Central African Republic, the Democratic Republic of the Congo, Ethiopia, Kenya, Sudan, and Uganda.

Gai's report at UN Headquarters in NY came after the July fighting between troops led by President Salva Kiir and those loyal to Vice President Riek Machar killed at least 272 people and forced more than 100,000 to seek refuge in neighboring countries.
