Protests expected around Charlotte for Vikings, Panthers game

Ironically, Gov. McCrory had to call a state of emergency in North Carolina after a police shooting killed Scott sparking days of protest-both because of the actual shooting itself and because officials did not immediately release the officer's video footage of the confrontation. That's because new footage of the police killing of Keith Lamont Scott went viral on the internet today (09-25-16).

"What we already know is that far too many people of color are victims of wrongful targeting and excessive use of force by law enforcement officers across the country", Anderson said in a statement. He also addressed the protests that have occurred each night since the September 20 shooting, saying "no one has the right to engage in acts of violence against property of persons" in the U.S.

The controversial death has made Charlotte, North Carolina's largest city and a financial center, the latest flashpoint in two years of tense protests over US police killings of black men, a lot of them unarmed.

Police said they had been searching for someone who had an outstanding warrant at The Village at College Downs complex on Old Concord Road when they saw Keith Lamont Scott leave his truck holding a gun.

The dashboard camera footage starts with two officers pointing their guns at Scott, who is inside the SUV with the doors closed and windows rolled up.

"Don't shoot him! He has no weapon" she cries as police yell at Scott, "Drop the gun!".

When the national anthem was played, the protesters all dropped to one knee as many NFL players have been doing for weeks to call more attention to issues including police shootings. The dramatic video released by Charlotte police shows officers with guns drawn surrounding the man just before the shooting. As their numbers swelled, police officers on bicycles kept the protesters out of the path of arriving fans.

Inside the stadium, Carolina Panthers quarterback Cam Newton signaled his support during the pre-game workout by wearing a T-shirt with a Martin Luther King Jr. quote: "Injustice anywhere is a threat to justice anywhere". She plans to speak about her economic proposals and that she says will help families.

Panthers President Danny Morrison said last week the team had been in contact with government officials about the 1 p.m. game, as well as Charlotte-Mecklenburg police and National Football League headquarters.

The next two nights of protests were free of property damage and violence, with organisers stressing a message of peace at the end of the week.

Protests in Charlotte remained peaceful for another night after the release of police video of a man's shooting death at the hands of officers.

The body camera footage does not show the moment shots are fired and Mr Scott is next seen on the ground.

The city has declared the Sunday afternoon game between the Carolina Panthers and Minnesota Vikings an extraordinary event.

It also allows police more latitude to stop and search people within an area for several blocks in all directions from Bank of America Stadium. The recent fatal police shootings of black men in Tulsa, Oklahoma as well as in Charlotte, North Carolina and the protests that followed laid bare yet again the country's racial disquiet.

Charlotte-Mecklenburg Police Chief Kerr Putney said his department expects to "expend significant public safety resources" at the arena, which can hold more than 70,000 people. The family video, shot by Scott's wife, was also inconclusive on the question of a gun.

In the dashboard camera video released Saturday night, Scott could be seen slowly backing away from his SUV with his hands down. Police departments would therefore have more discretion as to whether they release the videos. Scott had exited his SUV "with the gun" and "backed away from the vehicle while continuing to ignore officers' repeated loud verbal commands to drop the gun", police told reporters. Authorities on Saturday released photographs of a handgun and a holster they said was recovered from the scene.

"What we know and what you should know about him is that he was an American citizen who deserved better", said Ray Dotch, Scott's brother-in-law.
