Man dies after officer-involved shooting near San Diego

At one point the suspect took out an object from the front pocket of his trousers, grasped it with both hands, and "extended it rapidly toward the officers" as he stood in a stance that suggested he would shoot, Davis said. The man died several hours later at a hospital.

The events that led to fatal shooting began about 2:10 p.m. Tuesday when officers were sent to investigate a report of a pedestrian behaving erratically and walking in traffic. Olango then pointed the object in a "shooting stance" toward two officers, prompting one of the officers to open fire, Davis said.

"I see a man, I see a black man surrounded by officers with their guns out...black man with his hands up...he's jerking, he's confused, he runs this way". In the video, the distraught woman says she called 911 to get help for the man she says is her brother. "Why, why, why, why?"

Davis says the two officers were responding to a call from a woman saying she was the man's sister and that he was not acting like himself when they found the man behind a restaurant. His death sparked protests in the region amid an ongoing debate over police brutality and the Black Lives Matter social justice movement's call for reform.

Davis urged the public to remain calm and said: "This [investigation] will be transparent". Authorities did not release the video, only the single frame from it. El Cajon officers do not wear body cameras.

After El Cajon police held a news conference, protesters surrounded the entrance of the headquarters, carrying signs calling for an end to police brutality, KUSI reported.

"[Police] shot him again and again", Rodriguez told the Los Angeles Times, adding he heard five shots. The police have subsequently denied this suggestion.

Both shootings have reignited protests questioning the actions of law enforcement officers in cases where encounters ended with African Americans being fatally shot.

When detectives arrived police say a female witness came forward and voluntarily provided cellphone video of the incident. Davis agreed to release a still photo from the footage but has declined to release the entire video, saying the investigation was ongoing.

The specific officers involved in the shooting have not been named at time of writing, but according to ABC 10, "multiple sources" have confirmed that one was Richard Gonsalves, an officer with a somewhat problematic work history.

The shooting sent shock waves through El Cajon, a city about 15 miles from San Diego. Confiscating cell phones is a violation of the Fourth Amendment (unreasonable seizure without warrant or exigent circumstance) and the First Amendment (interference with the right to record in public) under the U.S. Constitution and analogous rights under the California Constitution.
