Trump administration tightens rules on deportation and detention

Government officials and President Donald Trump are proposing hiring more border enforcement agents and changing the deportation laws to deal with almost 1 million undocumented immigrants given "final orders of removal".

Homeland Security Secretary John Kelly unveiled new policies on Tuesday that are aimed at detaining and deporting more immigrants in the USA illegally.

And the orders lay out the step-by-step procedures that immigration authorities intend to take to put Trump's executive orders into effect, including building a wall along the border with Mexico and hardening the government's position on undocumented immigrants.

According to the report, Kelly detailed plans in a pair of memos to hire thousands of new enforcement agents, widen the classification of immigrants who should be prioritized for removal, speed up deportation hearings and use local law enforcement to make arrests.

The memo officially leaves in place Deferred Action for Childhood Arrivals, the Obama administration's 2012 program known as DACA that tries to keep "Dreamers", undocumented children who came to the U.S.at a young age, from being deported.

The directives would also instruct ICE, as well as Customs and Border Protection, the parent agency of the Border Patrol, to begin reviving a program that recruits local police officers and sheriff's deputies to help with deportation, effectively making them de facto immigration agents.

He's also going after those who have leaked information to the press, describing it as a "criminal act". Some Republicans also called on the White House for more disclosure.

One exception remains, however: undocumented persons who were brought to the country illegally as children will still be afforded leniency as they await a court case on their immigration status.

The ICE memo also states that immigrants will not be afforded rights under USA privacy laws.

Border Patrol, however, is assessing the southern border to identify requirements that will inform wall design decisions, DHS noted.

Previously, ICE and Customs and Border Protection had used "expedited removal" for immigrants caught within 100 miles of the border within 14 days of entering the United States or by those who arrived by sea but not at a port. But that doesn't seem final considering that one memo explicitly says there is no protected class of immigrants. This program allows DHS to authorize qualified law enforcement officers to "perform the functions of an immigration officer" when encountering illegal aliens.

Joanne Liu, senior immigrant policy advocacy counsel at the American Civil Liberties Union (ACLU), said on Twitter that the proposed rules showed that the Trump administration is "bent on inflicting cruelty on millions of immigrant families".
