Heitkamp to hold future meetings to address Obamacare repeal

House Republicans plan to pay for their healthcare plan by restricting tax breaks on employer health plans.

House Speaker Paul Ryan said in a press conference earlier this month that the plan was awaiting scoring from the Congressional Budget Office and the Joint Committee on Taxation.

The draft bill is consistent with what Republicans have been saying they want to see in place of Obamacare, says Rodney Whitlock, vice president of health policy at ML Strategies.

Though just a preliminary document, the package drew quick criticism from Democrats.

The thinking is that if these four can cut a deal, it will help resolve an issue that GOP leaders say is now the biggest hurdle in putting together a plan to repeal President Barack Obama's Affordable Care Act. Chuck Schumer (D-NY), the Senate Democratic leader, said in a statement. And while those who say they've been directly impacted by the law disagree sharply on its consequences, a plurality of Americans say the legislation has not personally affected them or their families.

President Donald Trump made the repeal of the ACA, better known as Obamacare, a central part of his campaign. But that plan is adamantly opposed by the most conservative hardline members of the House, which constitute one of the GOP's largest caucuses in the lower chamber.

While that repeal and fix is angering conservative lawmakers, more moderate Republicans are warning the party of a potential backlash if they quickly rip health insurance away from millions of people.

But now that people want it, now that they understand the Death Panels aren't real and they can buy affordable insurance even when they own a small business, now they like it. Republicans say income-based credits, as exists under Obamacare, discourage work. "They were sold a bill of goods on this thing".

-Let insurers charge 30 percent higher premiums for people who have let their coverage lapse. It estimates that coverage would decline by 120,000 people, about 50 percent.

"The proposal also includes penalties for individuals who fail to maintain coverage continuously", writes Demko.
