Trump seeks help of insurers to smooth Obamacare transition

"We didn't tell the American people we're going to repeal it - except we're going to keep some of the tax increases that some are talking about".

Wisconsin Gov. Scott Walker, chairman of the Republican Governors Association, started the group a few weeks ago and said that they have been talking regularly by phone. The governor's office didn't divulge their comments.

While the Trump administration pledged cooperation with the states, some House Republicans are pushing to limit future federal funding to provide care for low-income people in exchange for giving states more flexibility to run their programs. Under the Affordable Care Act, an option to expand Medicaid was enacted by 31 states and the District of Columbia. Governors are wary of overhauling Medicaid because it's the largest source of federal funding for states.

Congressional leaders, meanwhile, made clear to governors that they were looking to cut Medicaid spending.

Centrist Senate Republicans who represent expansion states will face pressure to safeguard the federal matching funds that enabled their states to cover tens of thousands of needy residents.

But she described the discussions as "broad brush" with details not available.

Medicaid is eyed for deep cuts and transformation under the various proposals being considered by Congressional Republicans.

If the Affordable Care Act is scrapped without an immediate replacement for Medicaid expansion funding, the state likely couldn't afford to continue the Healthy Michigan program, Snyder told The News a year ago.

Kentucky Gov. Matt Bevin, in a letter to House Majority Leader Kevin McCarthy, R-Calif., last month estimated the state's portion of Medicaid expansion will amount to $1.2 billion over the next five years. Many of those states are run by Republican governors or GOP-dominated state legislatures.

David Jordan, who heads the pro-expansion Alliance for a Healthy Kansas, said per capita caps may be slightly less objectionable than block grants, but that both would be bad for Kansas. "Nobody would argue that we're on a path that we can maintain". But he said that, ideally, the federal government should leave Medicaid alone.

Trump reaffirmed his administration's commitment to repealing and replacing the ACA, better known as Obamacare, and took a jab at new polls that show that its popularity is rising.

Trump's remarks came as members of Congress return to Washington today, anxious to deliver on a campaign promise to repeal President Barack Obama's signature domestic accomplishment, but worried that a week of rowdy town hall protests have emboldened Democratic efforts to blunt their efforts.
