House GOP Tweaks Health Care Bill with Eye to Helping Seniors

It is possible, I assume, that President Trump was the only person in this country who actually believed his campaign promise to repeal and replace Obamacare on Day One or thereabouts. Under the GOP plan, older people who are not yet eligible for Medicare stand to be the biggest losers.

As House Republicans prepare this week to vote on the American Health Care Act ― the legislation that would repeal the Affordable Care Act ― congressional leadership is doing what leadership often does when scrambling to secure votes: offering legislative goodies.

Those credits would range from up to $2,000 a year for people under 30 to up to $4,000 for people over 60, and would be open to anyone who's not covered by their employer or another source of coverage.

It's also not clear how much of the House bill will be able to withstand the so-called Byrd rule, which prohibits provisions that aren't principally budget related.

That is especially true for the almost 3.4 million older Americans who have enrolled through the government marketplaces, many of whom receive generous federal subsidies through the health care law enacted under former President Barack Obama.

The veteran politician will joins fellow Democrats on the front steps of the Capitol Building in Washington to demonstrate against Republicans moves to replace the Affordable Care Act.

Heritage Action, the political arm of the conservative Heritage Foundation, supports rolling back regulations on the health care industry associated with Obamacare.

The bill would let the Senate approve tax credits more generous to people age 50 to 64. Last week, Trump agreed to add fresh Medicaid curbs to appease some conservatives.

The Congressional Budget Office analysis of the original House Republican bill a week ago severely damaged its prospects.

"Currently there are not enough votes to pass the legislation", Meadows said.

While Ryan admitted that changes were required, he was initially cryptic about how that would manifest itself in the bill.

The House bill would phase out that expansion starting in 2020 - part of an larger plan to cut Medicaid by $880 billion and taxes by $883 billion over a decade.
