Trump on Rolling Back Obama Energy Regulations: Ending the 'War on Coal'

But Trump said in signing the executive order that the EPA will no longer step beyond its authority in trying to shape energy policy and penalizing certain energy sectors.

Environmental activists, including former Vice President Al Gore, denounced the plan.

The Trump administration is linked to Exxon Mobil through Secretary of State Rex Tillerson, who served as the energy giant's chief executive before becoming America's top diplomat.

It directs EPA to review Obama's Clean Power Plan, rescind the moratorium on coal mining on United States federal lands and urge federal agencies to "identify all regulations, all rules, all policies. that serve as obstacles and impediments to American energy independence", the official said.

"I want to thank the miners".

Utilities "are not going to flip on a dime and say now it's time to start building a whole bunch of coal plants because there's a Trump administration", said Brian Murray, director of environmental economics at Duke University's Nicholas Institute. The coal industry has been in decline for years due to competitively-priced natural gas and federal regulations.

But just as Obama's climate efforts were often stymied by legal challenges, environmental groups are promising to fight Trump's pro-fossil fuel agenda in court.

"It is an issue that deserves attention", the official said of climate change. "With the federal government abdicating responsibility for dealing with one of the greatest threats of our time, state and regional leadership is now more important than ever". First, today's energy independence action calls for an immediate reevaluation of the so-called Clean Power Plan.

They have delayed their plans to lease tracts holding 1.5 billion tons of coal, including on public lands not covered by the moratorium, according to Interior Department records reviewed by The Associated Press. But competitive hydroelectric power and increasingly economic renewable energy, such as wind and solar power, also make a coal comeback unlikely.

Trump's order initiates a review of Obama's Clean Power Plan, which restricts greenhouse gas emissions at coal-fired power plants. The order rolls back regulations on oil and gas; lifts the moratorium on federal coal leasing; reconsiders the much-maligned social cost of carbon estimate of climate damages; and requests that agencies abandon the practice of evaluating climate impacts when considering regulations, land-use decisions or new programs or projects. The regulations outlined in the plan sought to cut planet-warming carbon dioxide pollution from coal-fired power plants.

Trump's executive order takes a hammer to the moves President Barack Obama took to combat climate change.

In all cases, business groups had complained to Trump - a self-celebrated business tycoon - that the rules were overly burdensome and expensive.

It's a battle DE environmental regulators have been pushing over the past year - to get neighboring states that have large, coal-fired power plants to meet the same air-quality standards that DE must.

State Attorney General Xavier Becerra, a former Los Angeles-area congressman, joined with other attorneys general to announce opposition to the order, saying they would not hesitate the challenge the action in court.

Brown said in an interview he is confident the Obama-era rule will be upheld in court.

Environmentalists say keeping those reserves in the ground is crucial to the global effort to minimize climate change.

In a statement, Independent Petroleum Association of America CEO Barry Russell applauded Trump's move, saying that USA carbon emissions are at their lowest level since 1992. In 2009, the EPA finalized its "endangerment finding", a regulatory declaration that emissions of greenhouse gases contribute to factors that threaten the public. We are going to have clean water.

In an interview with CNBC earlier this month, Pruitt argued incorrectly that carbon dioxide isn't the "primary contributor" to climate change, a comment that goes against most scientific research.
