Trump should use health care defeat to build coalitions in both parties

The House Freedom Caucus, which was a critical force behind the implosion of the Republican repeal and replacement bill last week, is now actively trying to resurrect a similar bill.

Take health care. The Republicans had seven years to develop a plan, but failed to come up with a model that was acceptable among their own ranks.

Rep. Ted Poe, R-Texas, criticized the contrarian House Freedom Caucus on Monday, a day after resigning from the hard-right group because it helped sink the Republican health care effort. I urge Representatives Lance and Frelinghuysen to help lead the way across the aisle and work with the Democrats to address the problems with the ACA and ultimately give the American people the caring but viable health insurance solution we need and deserve. And House Speaker Paul Ryan - despite saying Friday that "Obamacare is the law of the land" - appears ready to keep going as well.

What I worry about", Ryan said in the interview, "is that if we don't do this then he'll just go work with Democrats to try and change Obamacare and that's not - that's hardly a conservative thing. "We don't want a government-run healthcare system - we all agree on these things", Ryan said Tuesday after a meeting with members.

The idea to attach Planned Parenthood funding to the larger bill and risk a government shutdown has been the subject of media speculation but no GOP leader had displayed any enthusiasm for it.

His comments came after Republican lawmakers met for the first time since President Donald Trump's health care bill was pulled from the House floor on March 24.

Despite the lack of clarity or consensus, and offering no details or schedule, Ryan told reporters that Congress needed to act quickly based on insurers' timetables for developing premiums and benefit packages for 2018, a process that is supposed to start soon. I'm less concerned about what it means to repeal, and I'm more concerned about ... how [the ACA] will change from the Obama administration to the Trump administration. These same members, reluctant to appear weak, will nearly certainly respond to Trump's salvos by sticking to their guns. The measure was destined for defeat because of GOP opposition.

Speed is relative. The Trump-Paul Ryan health care bill was fast-tracked and collapsed in 17 days.

It is unclear so far if Trump's threats will make Freedom Caucus members more or less likely to fall in line with party leaders. Off the record, some Republican members of Congress who met with Trump said they were shocked by how ignorant he was of the bill's provisions.

But questions remain about how a party so divided on the policy aspects of the bill will be able to craft legislation that Republican moderates and hardline conservatives can all back. Ryan told reporters Tuesday that House committees would work on other agenda items as health-care talks continued.

The retreat on the party's top legislative priority was a jarring defeat for President Donald Trump and Republican leaders. While criticisms of the GOP needing to step up and govern with newly issued power are fair, successful governing should not be defined by passing legislation that hasn't been properly vetted or debated.

"A functioning, competitive market for health insurance is a crucial element of providing patients access to quality, affordable care", the page reads.
