NY is not the first state to provide free college - several states, including Tennessee and OR, offer two-year tuition programs - but the scope of this plan introduces a host of new problems.

The Excelsior Scholarship, as the program is called, is expected to cut the cost of a degree from a four-year State University of New York (SUNY) college-now nearly $83,000 for tuition, fees and room and board-by about $26,000 for an eligible family making $100,000 a year.

The stay-in-New York requirement is meant to build an educated workforce that attracts more businesses to NY. "At a time when racism and anti-immigrant bigotry are being enacted as Federal policy, NY must do better".

It's not clear that Mr. Cuomo's plan for a scholarship clawback is even constitutional.

The governor also accused the Times of being against politicians in the Cuomo family.

The issue of making public higher education "free" should also be seen in the broader context of the continuing higher education policy debate in this country and the importance of finding solutions that meet the very real financial challenges that the sector faces. He stopped short of a full endorsement.

Perhaps he will ask New York's representatives in Congress to pass a "Fugitive Scholarship-Winner Act", compelling to other states to capture and return any scholarship victor who ventures beyond New York's boundaries.
