Mulvaney says no shutdown, even with border ask

The newest iteration of the bill, as indicated in the MacArthur Amendment, will reinstate essential health benefits as the federal standard and keep the key provisions of the original AHCA bill, which was scuttled last month after the GOP lacked the votes to pass it.

A senior GOP aide told Business Insider that congressional leaders are not sure whether the bill, even with the adjustments, has enough support to get through the House.

Some senior officials in the White House are expressing optimism for a vote by midweek next week, Politico reports - meaning such a bill could pass the House within President Donald Trump's first 100 days in office. Identifying how exactly to "take care" of people with preexisting conditions has always been a central bone of contention - not just among Republicans, but between Republicans and Democrats.

In addition to concerns about those with pre-existing conditions, some moderate Republicans were also upset that the House bill would severely cut back funding for Medicaid, which provides health coverage for many opioid addicts. States could request an exemption from the existing health law's "community rating" rule meant to ensure that people with preexisting conditions could not be charged prohibitive premiums - but only if those states establish a high-risk insurance pool where such consumers could purchase government-subsidized insurance.

House Speaker Paul Ryan told reporters after speaking at an event in London on Wednesday that GOP lawmakers are "in the midst of negotiating sort of finishing touches" on a healthcare bill, The Hill reports.

The deal, brokered between House Freedom Caucus chairman Mark Meadows (R-N.C.) and Tuesday Group co-chairman Tom MacArthur (R-N.J.), would allow states to get waivers eliminating the so-called community rating provision ― the rule that prohibits insurers from charging higher premiums to people with pre-existing conditions. Some states had high-risk pools before Obamacare, but a Kaiser Family Foundation study found them to be underfunded. But some insurers say that is not enough.

They also defended the lane, using Draymond Green like an intercept fighter swooping in to eradicate Portland dribble drives. But defense has been at the root of their rise from irrelevancy to perennial contention in the past half-decade.

Separating off these individuals causes the cost of coverage for everyone else to go down, making it a potentially popular idea, said Stephen Zuckerman, a co-director of the Health Policy Center at the Urban Institute.

Conservatives say that high-risk pools can act as a safety net for those patients. White House Press Secretary Sean Spicer announced that the plans were required steps and a routine part of interagency communications.

House Republicans have sued to eliminate the program, which will bring the insurance industry about $7 billion this year. They are expected to work on a funding bill needed to avoid a government shutdown on April 28. The conservative Club for Growth launched a second round of attack ads last week on GOP members who it says are opposed to proposed changes to the repeal measure.

This week, insurance executives met with Medicare officials to plead their case.

While the details of this deal with the devil are still being worked out, Senate Democrats said the White House was interfering with what have so far been successful negotiation talks.

Speaking after Brat's comments, Republican Rep. Rodney Davis of IL said negotiators are still talking. What's more, the results were quite broad: men and women, people of different education levels, people of every age group, people of different races and ethnicities all said they don't want to see the repeal effort to continue.
