The object of their desire, Senate Bill 562, was the biggest item on the committee agenda, and a staff analysis laid out its vast cost - $400 billion a year, or more than three times the entire state general fund budget.

The estimated annual cost - triple the cost of California's proposed $124 billion general fund budget for next year, according to The Mercury News - includes all covered healthcare services and administrative costs, at full enrollment, the study said.

Even in the state that spends the most money each year, the $200 billion increase is asking for a lot. It was suggested that a 15 percent payroll tax would provide revenue for the bill.

Democrats proposing the legislation have not said how they will pay for the plan. Sen.

Senate Bill 562, known as Healthy California proposal, would provide coverage for 39 million Californians, supplanting existing employer health insurance as well as Medicaid and Medicare.

California is undertaking an ambitious bid to establish a single-payer health care system, and now its plan has a price tag: $400 billion a year.

The cost analysis is seen as "the biggest hurdle to creating a universal system", the Bee reports. "How can you say this will be fiscally prudent for the state?"

One tiny, insignificant detail: there's no way the state can afford this.

The bill must be approved on the state Senate floor by June 2 in order to advance to the Assembly.

"Needless to say, doubling California's tax burden would give them the highest taxes in the country by far", Joe Henchman, vice president of state projects for the Tax Foundation, told Reason on Tuesday.

Single-payer advocates learned that lesson previous year in Colorado at the ballot box, as the state turned blue for Hillary Clinton even as 79 percent of voters said "no" to single-payer health care. "It's the only way to guarantee health care for every Californian in a sustainable way, especially given efforts in Washington to roll back coverage", said Michael Lighty, director of public policy for the California Nurses Association. But the tax increase would need to be voted on separately in the Legislature.
