Ariana Grande returns to U.S. following Manchester bombing

May said raising the threat level means military will replace police officers at some public events.

British police have identified Salman Abedi, 22, as the bomber behind an attack on an Ariana Grande concert Monday in Manchester, England.

The force, known as Rada, detained the brother Hashem Abedi, who was born in 1997, on Tuesday evening on suspicion of links to Islamic State, spokesman Ahmed Bin Salem said.

"As we mourn the victims of last night's attack, we stand defiant", May said, according to a CBS report, adding that this is the highest the threat level has reached in the U.K.in 10 years.

The first image of the Salman Abedi, the suicide bomber allegedly responsible for the Manchester concert attack that killed 22 people has been published online by Britain's The Sun newspaper.

Police also said officials arrested a man at the Arndale shopping center in central Manchester - but that the arrest is not believed to be connected to Monday night's attack.

Georgina Callander, 18, a superfan who had met Ariana Grande, was killed, according to her school, and John Atkinson, a 26-year-old student from the Greater Manchester area also died in the attack, according to Ivan Lewis, a local politician.

Started in 2006, the terror threat level is set by a unit based in the MI5 domestic security service.

A man reported to be Abedi's brother had been arrested on Tuesday.
