Kansas lawmakers prepare to debate tax hikes, school funding

Erasing former President Barack Obama's health care law was a top promise of Donald Trump during his presidential campaign, and by congressional GOP candidates since its 2010 enactment.

A day after Senate Majority Leader Mitch McConnell said he didn't know how he was going to find 50 votes to pass a bill to repeal and replace Obamacare, the No. 2 Senate Republican emerged from a key health care meeting saying he was suddenly "optimistic" about the negotiations over the thorny, high-stakes issue.

An earlier analysis of the bill estimated that 24 million Americans would lose health insurance under the GOP's AHCA, compared to Obamacare.

At 1am on Wednesday, the Senate voted 21-10 to attach an amendment to an unrelated bill about county governments.

The other bills pertain to tax procedures and administration, workers' compensation, the Department of Health and Human Resources and Health Care Authority, the sale of DHHR-owned hospitals and physician assistants.

Those provisions included waivers states could get for insurers to raise premiums on some people with pre-existing conditions, and to ignore health benefits that must be covered under Obama's law.

Next stop for Trump is Israel, in pursuit of 'ultimate deal'

A Senate committee was working on its own school funding plan, and senators were waiting to see whether the House could pass the newest tax plan.

The $119 billion in savings would result mostly because fewer people would be covered under the ACA's expansion of Medicaid - and because the new legislation would loosen requirements on the quality of coverage that insurers would have to provide.

Districts such as Frisco are hard-pressed, and some may close campuses because they're losing "hold harmless" money this September, said chief House school policy writer Dan Huberty, a Houston Republican, and Ken King, a GOP member from Canadian in the Panhandle.

Tuck said the House is waiting on the Senate to appoint a conference committee on oil taxes.

"We have some strong views from our members already on what the House did on Medicaid", said Sen. But that bill never came out of committee, and the full Senate has not considered it yet.

"We can expect today's CBO analysis will likely show numerous same grave consequences", he said.

"The CBO was wrong when they analyzed Obamacare's effect on cost and coverage", Price said of the agency's report on Obama's law, "and they are wrong again".

"You want to look at different components of it, it may be that some of it you keep and some of it you discard", Cassidy said.
