Minnesota leaders plan another run at ending special session

On Sunday, both sides gave up some centerpieces of their agendas in pursuit of a final deal. Over the weekend, Dayton convinced Republicans to drop a provision that would give tax breaks for donations to help low-income students attend private schools that many public school advocates opposed.

"We can not accept the long-term harm to the students of Minnesota and their families that will be caused by the bills moving through the chambers and are asking Gov. Mark Dayton to publicly declare them all dead on arrival and reset the process", Education Minnesota President Denise Specht said. Senate Health and Human Services Finance Chair Michelle Benson said the bill wouldn't be ready until noon on Wednesday. "But I didn't expect that I'd get all I want".

Though Dayton won that battle, he lost one over public college funding.

But most of a two-year, more than $45 billion budget isn't done.

But Dayton has insisted Republicans' plans are simplistic.

A higher education budget finally materialized Sunday night and was quickly sent to Dayton's desk - but not without a fight from Democrats. Dayton wanted most of the new money to go to education, health and human services programs, while Republicans sought to dedicate it to tax cuts and transportation funding.

The two sides announced late Monday they'd agreed on a tentative plan to call a special session immediately after Monday's midnight deadline. Jason Isaacson, DFL-Shoreview, had the strongest words, saying it was "unconscionable" and "punitive" toward the University of Minnesota and would result in big tuition increases.

"We have no idea right now what's in the deal", said Rep. Jean Wagenius, DFL-Minneapolis.

The leaders and the governor released only the broad outlines of their deal: Exactly how the money will be spent, whether state agencies are funded to the level Dayton demanded and how the preschool money will be divvied up have not yet been disclosed. Shame on everyone involved in accepting this framework. But that did not make it into a final bill.

The other lieutenant, Jim Farley , oversees the business units around the world, sales and marketing, and Lincoln . Jeff Lemmer is appointed vice president and chief operating officer, Information Technology, effective June 1.

The House approved the funding measure Monday afternoon by a vote of 98-36.

The Senate also joined the House in voting overwhelmingly for a budget to fund farm-related programs. A bill awaiting the governor's signature prohibits the state from banning the use of lead shot.

Progress elsewhere was, as the lieutenant governor said as she left a negotiating session with lawmakers, slow.

The House passed a transportation funding bill that relies on general fund revenue to fund road and bridge projects. The total budget for courts, prisons, license bureau and other law enforcement activity is about $2.3 billion.

Dayton has not yet signed any of these budgets into law.

The daily state park permit fee would increase from $5 to $7.

Rep. Nick Zerwas, R-Elk River, the chief House sponsor of the protest bill, said he would try again next year. A similar situation unfolded in 2005, when Gov. Tim Pawlenty called lawmakers back right at 12:01 a.m.to finish work on the budget. But they could come back for a special session to finish the last of their work. "We think that all of those things are important, we think they're all related, and we hope that the governor will sign the bill", he said.

The Legislature sent Dayton five budget bills before the regular session came to a close Monday, but the outstanding spending packages eat up 85 percent of the state's overall budget.

But, Fabian said, farmers are in the field now and "alternative practices" other than planting buffers have not been finalized, and farmers will not be able to do the work needed by the November 1 deadline. "Time to get things resolved".
