Officials are examining Abedi's trips to Libya and possibly Syria as they piece together his allegiances and try to foil any new potential threats. The government said almost 1,000 soldiers were deployed Wednesday instead of police in high-profile sites in London and other locations.

Speaking on Wednesday afternoon, Greater Manchester Chief Constable Ian Hopkins said: "I think it's very clear that this is a network that we are investigating".

ISIS claimed responsibility for the attack, though authorities are still looking at how the 22-year-old British-born son of Libyan refugees turned toward killing innocent people.

Abedi's father, Ramadan, asked two of his sons to move from Britain to Libya several weeks ago, said a friend of the family who last spoke to the father on Tuesday.

However, with nearly 20,000 fewer police than when the Conservatives came to power in 2010, concern about police cuts is now likely to become a major issue in the election campaign.

A spokesman for the Deterrence Force, which acts as Libya's Government of National Accord's police, said the brother was aware of Abedi's plan and the siblings were both members of the Islamic State jihadist group.

USA officials also leaked Abedi's name to the media earlier this week, before it had been released in the U.K. British Home Secretary Amber Rudd complained that such leaks could cost police "the element of surprise" in their bid to prevent future attacks.

Rudd said counter-terrorism was adequately resourced, and denied the cuts had made it harder to prevent Monday's attack.

She writes "there is nothing I or anyone can do to take away the pain you are feeling or to make this better".

Two U.S. officials from different agencies said the photos of remnants of the Manchester bomb, which killed 22 people, and other evidence that U.S. officials allegedly leaked were of what one of them called "limited intelligence and law enforcement value".

A total of 64 people are being treated in hospital, including 20 in critical care, medical officials said. The number of police officers in England and Wales fell by almost 20,000 while May was home secretary, and critics say she wouldn't have to send troops into the streets now if she hadn't laid off so many police officers back then.

Officials said all of the bombing victims have been identified, but names were being withheld until autopsies were completed.
