Allegations of abuse, mismanagement shadow gains against IS

According to a report by NBC News" Courtney Kube, two United States defense officials have stated that the U.S. military has begun to provide "equipment and weapons" to Kurdish fighters from the "Syrian Democratic Forces' (YPG).

The U.S. began providing the equipment in the last 24 hours, according to one official.

Amid reports of United States delivering arms to the Kurdish-controlled northern Syrian city of Hasakah in recent weeks, Turkish President Recep Erdogan called the USA decision "a mistake" and urged U.S. authorities to "reverse it immediately".

The activist-operated Raqqa is Being Slaughtered Silently said that the USA -led coalition targeted areas of fighting north of the city near a major IS base known as Division 17.

So far, it remained unknown what the Pentagon was sending to the Kurdish elements of the Syrian Democratic Forces (SDF). But in Syria, he said, it will be "almost impossible to avoid leakage and diversion of arms" provided by the coalition to fighters there.

IS has controlled other parts of the city since 2015, leaving more than 90,000 people under siege in the government-held areas.

The U.S. human rights law known as the Leahy amendment prohibits the Defense Department from providing military assistance to foreign military units that violate human rights.

In northern Syria, Sunni rebels are concerned that Syrian Kurdish forces will mirror the actions of Iraq's peshmerga and use the fight against IS to expand the land under their control, ultimately creating a separate state by pushing out ethnic Arabs after the IS fight. The Kurds have rejected the claims.

The Kurdish People's Protection Units (YPG) makes up the bulk of the Syrian Democratic Forces.

Earlier Tuesday, Syria's state media and the Observatory said at least 13 civilians were killed when IS militants shelled government-held neighborhoods in the eastern city of Deir el-Zour.
