On Tuesday night, the House voted 88-31 and the Senate 27-13 to produce in the Republican-led Legislature a rare override of a Brownback veto.

Gone, too, will be an exemption for more than 330,000 farmers and business owners. Nearly half the state budget goes to education.

Far more people would engage in this trick to take advantage of Trump's proposed 15 percent income tax rate for pass-through businesses because it would knock 20 percentage points off the federal income tax for well-off individuals who would otherwise be subject to the top tax rate of 35 percent under Trump's proposal. Trump, also taking Laffer's advice, has proposed a special tax rate of just 15 percent for pass-through business income. But Kansas - a Republican state if there ever was one - may have saved us all.

Legislators repudiated past income tax cuts championed by Brownback in passing a measure that is expected to raise $1.2 billion over two years. Five years later, none of these promises have come true.

Since Brownback first passed his tax cut - the biggest in Kansas history - the state's economic growth has regularly lagged behind the rest of the country, according to a Washington Post analysis. And if this can happen in Kansas, a state where only 36 percent of the voters backed Hillary Clinton in November, then perhaps it can happen anywhere in America.

The return to more centrist policies could foreshadow trouble for Trump's tax plan, which is based on the same concepts that guided Brownback's overhaul beginning in 2012. He shared alarm that Kansas' two-bracket personal income tax system would be expanded with a new upper tax bracket and across-the-board surge in tax rates.

"The move amounted to a shocking rejection of the tax-cutting experiment Mr. Brownback had held up as the centerpiece of his conservative governing".

The disparate tax burdens stem in part from the fact that Kansas relies on sales taxes for much of the state's revenue. Senator Ty Masterson stuck with the governor.

Brownback's remaining legislative allies, like him, suggest that the tax increase will ruin the economy.

Kansas legislators have repudiated the tax-cutting experiment that brought Gov. Sam Brownback national attention, with even fellow Republicans voting to override his veto of a plan reversing numerous income tax reductions he's championed in recent years as a way to fix the cash-strapped state's budget. The measure is created to cover projected budget shortfalls totaling $889 million through June 2019 while providing new dollars for public schools to comply with a state Supreme Court ruling in March that education funding is inadequate.
