The RAISE Act establishes a points-based merit system that gives priority to high-skilled immigrants and potential job-creating entrepreneurs. Many economists believe the potential rate of United States economic growth has slowed from around 3% to 2% in recent years in part because of demographic changes such as the aging of the USA population, a pattern seen in other rich economies.
