UN Aims to Sanction North Korea with Oil and Asset Freeze

U.S. ambassador to the United Nations Nikki Haley has said she wants the 15-member UN Security Council (UNSC) to vote on September 11 on a draft resolution to impose new sanctions on North Korea that includes an oil embargo and a ban on the country's textile exports and the hiring of North Korean labourers overseas. The draft with the proposed penalties has already circulated the council members on Wednesday.

The United States has formally requested that the U.N. Security Council hold a vote Monday on a draft resolution imposing fresh sanctions on North Korea in response to the communist nation's sixth nuclear test, a news report said Saturday.

United Nations diplomatic sources said they doubted either China or Moscow, both of which have the power to veto United Nations council resolutions, would accept anything more stringent than a ban on imports of North Korean textiles.

Washington has presented a draft United Nations resolution calling for an oil embargo on North Korea, an assets freeze on Kim Jong-Un, a ban on textiles and an end to payments of North Korean guest workers. Amid these developments, the government of Mexico has declared North Korean ambassador to Mexico Kim Hyong-gil as "persona non grata" and given him 72 hours to leave the country in protest of North Korea's nuclear test, AP reported on September 8.

The United States pushed the UN to consider some of the strictest sanctions aimed at North Korea. "The other possibility.is they want to see the color of China's money".

Katia now third hurricane in tropics; forms in SW Gulf of Mexico
CDT (1500 UTC), the center of Tropical Storm Katia was located near 21.7 degrees north latitude and 95.9 degrees west longitude. Jose was out over the Atlantic Ocean, about 1,000 miles from the Lesser Antilles islands.

North Korea claimed it tested a hydrogen bomb capable of being fit onto an intercontinental ballistic missile, sparking condemnation from the global community.

North Korean ally China and neighboring Russian Federation hold veto power on the Security Council.

After the test, Trump said he was considering suspending trade with any country that did business with Pyongyang and hinted that he did not rule out an attack on North Korea. The country recently tested a nuclear bomb.

He added, "To get the situation contained without war is going to be really hard, and that's if we've got our diplomacy right", he said.

Mexico has given North Korea's ambassador 72 hours to leave the country, though Foreign Minister Luis Videgaray later said it had not broken off diplomatic ties.
