Trump went against the GOP and his administration's talking points today when he bashed FISA and suggested that it allowed investigators to "badly surveil and abuse" his 2016 campaign over the Fusion GPS dossier. But less than two hours later, the president appeared to reverse himself, telling lawmakers to "Get smart!"

Before approving the extension, the House voted 233 to 183 to reject an amendment that would have overhauled the current program.

Wednesday night, Sanders made a statement supporting the legislation, writing, "The Administration urges the House to. preserve the useful role FISA's Section 702 authority plays in protecting American lives". While the government agency cannot use the law to target the communications of any American, or any person located inside the USA, without constitutional protection, it has conceded that Americans living overseas could be swept up by "incidental collection".

The House passed the bill to reauthorize FISA with an important tweak. "Unlike #S139, it limits the mass collection and broad use of Americans' data, and requires a warrant to search for it-as the #4thAmendment requires", Amash tweeted on Monday. "This sweeping authority has been clouded in secrecy, in part because the government refuses to answer essential questions about how it impacts Americans, including who can be targeted and how many American communications the government collects".

But the suggestion that Trump had agreed with that significant change to the surveillance law received support from Paul, who is sponsoring the amendment with Rep. Justin Amash (R-Mich.).

But the Trump White House issued a statement on Wednesday that was strongly opposed to the amendment. "What Section 702 was designed and meant to do was to knock down those walls", Pompeo said at an event hosted by the Foundation for Defense of Democracies. Nunes had initially sought to include transparency requirements related to unmasking requests in the FISA Act renewal legislation but Adam Schiff, the ranking Democrat on the House Intelligence Committee objected, saying he couldn't support legislation that included such provisions.
