Democratic US Senator Chuck Schumer is seen as holding the key to a deal to avert a government shutdown

The House passed a short-term funding bill on Thursday, but Senate Democrats and a few Republican senators have signaled they may oppose the measure.

The disagreement that could cause the shutdown - a costly political move for either party - comes after the collapse of bipartisan talks on a United States spending bill that hinged on continued protections under the DACA programme for undocumented immigrants, which Democrats support. And Jeff Flake, of Arizona, said on Thursday night he was not "inclined" to vote for the short-term bill.

The White House remains optimistic the stopgap measure will pass.

Several Democrats who voted for the last continuing resolution including both senators from Virginia and New Mexico announced in the past 24 hours that they would vote against this current proposal.

"It's really nearly like amateur hour", she told reporters at her weekly news briefing.

With mere hours before the government runs out of funding congressional leaders were still negotiating over a short-term spending bill that would appease at least a dozen Democrats.

Senate Majority Whip John Cornyn, R-Texas, leaving a meeting with other deputy leaders, rejected the idea that an immigration deal could be concluded by Friday at midnight. A Washington Post-ABC News poll out Friday showed 48 percent of Americans pin the blame for a potential shutdown on Trump and Republicans, while 28 percent fault Democrats.

But Trump was incorrect to state a government shutdown would equate to "shutting down our military". The last time there was a shutdown in 2013, 850,000 federal government workers were furloughed.

But the upper chamber is set for a nail-biting vote, with Republicans and Democrats still split on immigration. McConnell and Ryan were aware that the White House was going to invite Schumer to the White House, one Republican source said.

"If we can't agree, your party has the majority in the House and the Senate to pass your own funding resolution". And we can give ourselves the time we need to finish ongoing negotiations on DACA, border security and the long-term needs of our military.
