The administration wants to deliver some of those food benefits directly to households in "USDA Food packages". The remainder of their benefits would be given to them on electronic benefit cards, as before. The package was described in the budget as consisting of "shelf-stable milk, ready to eat cereals, pasta, peanut butter, beans and canned fruit and vegetables".

Trump officials told reporters on Monday that the reforms would affect approximately 16 million Americans who now participate in SNAP, or 81 percent of households in the program.

Kevin Concannon, who oversaw SNAP during the Obama administration, was aghast when he saw the proposal. Trump should trust Americans to buy the food that's right for their families - and not implement programs that may wind up costing taxpayers more than they're worth. They also say the program will improve the nutritional value of the food stamp program and help reduce the potential for food stamp fraud. "So we're pretty excited about that", Mulvaney said during the briefing Monday.

Mulvaney told reporters that the program would serve "nutritious" food and save the United States an estimated $129 billion over ten years.

To make sure those who truly need food stamps are receiving the benefits, the Trump administration wants to close loopholes in order to strengthen the expectation that able-bodied adults can and will work. The food bank says they would feel the immediate domino effect of this cut. "States will have substantial flexibility in designing the food box delivery system through existing infrastructure, partnerships, or commercial/retail delivery services".

For instance, this could end up costing stores like Walmart, which apparently gets 20% of food stamp sales now, billions in revenue.
