NCAA basketball changes: Undrafted players can return to school | SI.com

The NCAA announced major rule changes for college basketball Wednesday.

University presidents and chancellors will be held "personally accountable" for any rule-breaking by their athletic departments. Georgia Tech president and Board of Directors chairman Bud Peterson said the NCAA had pushed through changes in about 3 1/2 months that would "normally take us about two years through the governance process".

The Rice Commission, led by former Secretary of State Condoleezza Rice, was formed in response to an FBI investigation into payments from shoe companies to coaches for steering players to certain schools.

The changes include more flexibility for athletes deciding whether to pursue professional opportunities in the sport.

These are all good steps toward serving the athletes who make the NCAA tournament great each year. Now, players will be able to return to school if they are not drafted. Athletes can also take five beyond October 15 after their high school graduation.

Due to the clamor that the National Basketball Association should abolish the one-and-done rule stating that prospects straight out of high school are not deemed eligible to declare for the draft, the league has been moving in that direction. Players will have five days following the draft to declare that they are returning to school. But what I read didn't go almost far enough in protecting the interests of the "student-athlete".

On Tuesday, the NCAA made its first steps in reaction to an Federal Bureau of Investigation probe that identified corruption in basketball, and it has huge implications for high school players.

ESPN's Jonathan Givony was trying to get to the bottom of the rule changes, and he initially noted some confusion about what was going on. While that appears to be the direction the league and union are headed, discussions are centered on the 2022 draft as the earliest date for that change to go into effect. The NBA already oversees the invitation process to the Chicago pre-draft combine and Portsmouth Invitational camps every spring.

The changes did not address several logistical issues. The agent's work would stop if the player enrolls in or returns to college. A new NCAA fund will help pay these expenses for schools unable to meet those requirements.
