He allegedly drove through the night from Birmingham to London and toured the areas of Westminster, Whitehall and Tottenham Court Road, the Telegraph said. They are reportedly not known to MI5 or the country's counterterrorism police, according to the BBC.

The man, who is in his late 20s, was arrested on suspicion of terrorism offences and has been taken to a south London police station where he remains in custody.

"The male driver of the vehicle was detained by officers at the scene", the police statement said.

In a third incident, an attempted attack was foiled when counter-terrorist officers arrested the potential assailant, who was found outside parliament in possession of three knives.

In Tuesday's incident, the vehicle slammed into barriers that had been extended following the Westminster Bridge attack.

Video footage showed the auto making an illegal turn before veering across the road and into a security lane leading to parliament before smashing into the protective barrier as two police officers jumped to safety.

The man, identified as 29-year-old Sudanese immigrant Salih Khater, was arrested after crashing a silver Ford Fiesta into cyclists and pedestrians outside the Houses of Parliament on Tuesday morning.

Mr Basu said the force is treating it as a terrorist incident because of its apparently deliberate nature, the method used and the "iconic" location.

In March 2017, Khalid Masood, 52, killed four people on nearby Westminster Bridge before he stabbed to death an unarmed police officer in the grounds of parliament.

The Guardian reported that streets close to Millbank, Victoria Tower Gardens and Parliament Square were closed off as police attended to the scene.

Mahmood said he had heard that Khater was not a worshiper at the mosque and had shown no signs of radicalisation. "I can't see it not being an accident - I couldn't see him hurting a fly, never mind a human being".

In a statement the Prime Minister, who is on holiday, praised the "formidable courage" and professionalism of the emergency services who "ran towards" danger.

Armed police swooped into the area after the incident was reported at 7.37 am local time, arresting the vehicle driver and cordoning off streets surrounding the heart of Britain's government.
