President Trump: Democrats do nothing to secure border, national emergency still possible

Congress' refusal to fund a border wall resulted in a partial government shutdown that delayed the annual State of the Union address, originally scheduled for January 29, until February 5.

The president is typically blunt and straightforward, his prepared and off-the-cuff remarks built less on rhetorical flourishes and more on bravado and definitive statements frequently questioned by critics and fact-checkers. Still, the president planned to hammer his case that the situation at the southern border represents a security crisis for Americans.

"Together we can break decades of political stalemate", Trump will say, according to an excerpt of the address that the White House has released. But the line also conjures an immediate level of irony since, other than a criminal justice bill and an opioids treatment measure he signed into law, his biggest legislative accomplishments have come without a single Democratic vote. "The decision is ours to make". But there are scant signs the current political landscape will allow much bipartisanship to sprout from Washington's toxic partisan soil.

On CBS Sunday, President Trump suggested once again that he'd shut down the government another time if he doesn't get the funding he wants.

Senate Minority Leader Chuck Schumer of NY accused Trump of "blatant hypocrisy", saying the president may want to talk about unity on Tuesday but "spends the other 364 days of the year dividing us".

The president was asked about Speaker of the House Nancy Pelosi's offer of $1 billion for border security. They talk about his "unique" style, and insist cooperation can occur even if animosity exists. "He will outline a policy agenda that both parties can rally behind to achieve this vision", a senior administration official said. Tonight, Trump's speech will reflect the fact that he has to work with a Democrat-controlled House under Pelosi's leadership whether he likes it or not. "Well, I'm saying listen closely to the State of the Union". It's nearly a sure bet that the wall, which has become his signature policy proposal, will be prominently featured in his speech, said Costas Panagopoulos, a political science professor at Northeastern. What's more, Pelosi will be seated behind him, meaning "the woman above him beat him twice badly".

"Democrats can call it a fence, the president can call it a wall and then we can call it a day, which I think is one way of skinning the cat", said Mr Cornyn, who is a close adviser to Senate majority leader Mitch McConnell.

Mark Hamrick, a senior economic analyst at the consumer financial services firm, said Trump "still has an opportunity to try to be the deal-maker that he's said he can be". His speech will apparently call for unity across party lines and focus on border security and immigration, among other issues.

Administration officials say the White House has also been weighing several "moonshot" goals. That part of his speech will be perhaps the most polarizing as 800,000 federal workers are anxious anew about possibly not receiving paychecks.

"I don't take anything off the table".

Trump and Congress are in a particularly fraught period, with only a little more than a week of space between the address and a shutdown that withheld paychecks from some 800,000 federal employees and shuttered nine federal agencies. "It's that alternative: It's national emergency".

Trump was not expected to issue the emergency declaration in his speech, in part because he's aware of GOP opposition and wants to avoid being booed in the House chamber.

"He's going to set the stage", the source said.

The problem is that in two years of his administration Trump has driven an already polarized country into bitter, even violent debate over nearly every aspect of politics.
